1- Costa Rica’s laws and constitution include property rights for private ownership of land. These laws apply equally to foreigners and residents. Neither citizenship, nor residency, or even a physical presence in the country are required for land ownership.
2- In many ways, the Costa Rican system of maintaining property records is superior to systems used by countries such as the USA. All documents are centered in a National Registry, where titles and surveys are recorded. Records are kept in a central software as well as on microfilm, and in original document form. Duplicates of all records are updated daily, and sent to 2 diferent, fireproof vaults in separate locations from the registry. Any change in the status of the title, or any claim that might affect it, must also be recorded on the title registry page, thus making it easy to verify.
